The Syndicate agreement was reached during a pivotal conference in Kuwait going into effect on January 1, 1981.

The concept of establishing the Syndicate goes back to 1979, introduced to defend the interests of insurance firms and the wider Arab Gulf region. This led to the establishment of an organization (in the form of a Syndicate) to protect the interests of member firms and offer insurance against the risks they may face.
This organization would allow a member to obtain more value from their commission and profit commission, it would also assure fair and consistent pricing for war risk insurance cover on cargo and vessels traveling to and from the region.
